미군, 필리핀서 8개 군사기지 확보
U.S. secures 8 military bases in Philippines

미국은 필리핀과의 새로운 안보 협약에 따라 영유권 분쟁 해역인 남중국해에서 중국을견제하는 데 교두보로 활용할 수 있는 필리핀 내 군사기지 8개를 확보하게 됐다.

영국 BBC 방송을 비롯한 외신들은 지난 달필리핀 당국이 미군에게 군사 장비와 보급 물자를 비축할 수 있도록 자국에 위치한 군사 기지 8개를 제공할 것이라고 보도했다.

미국에 제공되는 군사 기지 가운데 2개는 남중국해와 인접한 필리핀 서부 팔라완섬에, 그리고 3개는 공군기지가 있던 루손 섬에 들어선다고 외신은 밝혔다. 하지만 필리핀 당국이 제공할 나머지 군사기지 후보지는 아직 양국이 논의 중인 것으로 알려졌다.

미 국방부 고위 당국자에 따르면 미군은 루손섬에 위치한 3곳의 민간용 항만시설과 비행장의 사용을 희망하고 있다고 말했다. 여기에는 작년 미국 군함 100여 척이 기항했으며, 이전 미 해군 기지로 사용된 수비크만도 포함돼있다.

미군이 이렇듯 필리핀으로부터 군사기지를제공받아 병력과 장비를 장기간 배치하게 된것은 필리핀 대법원이 지난 달 12일 양국 정부가 맺은 방위협력확대협정(EDCA)에 대해 합헌 결정을 함으로써 가능하게 됐다. 그동안 미군이 합동군사훈련을 위해 필리핀에 주둔할 수 있는 기간은 최장 14일에 불과했다.

이러한 필리핀 대법원의 판결에 대해 중국은 강력하게 반발하면서, 관영 신화사 통신사설을 통해 양국 정부간 방위협력확대협정(EDCA)은 역내 긴장을 촉진시킴과 동시에 주변 상황을 전쟁으로 몰아가고 있다”고 역설했다.

Under a new Washington-Manila security deal, the United States has secured eight military bases in the Philippines which the world’s strongest armed forces will use as a bridgehead to contain China’s influence in
the disputed South China Sea.

Foreign news media outlets including Britain’s BBC and Reuters news agency reported last month that Philippine authorities have offered provide the eight military bases where the U.S. forces are allowed to store up on military hardware and supplies,

The media reports quoted Philippine officials as saying that two of the eight bases, two will be located on the Philippines’ western island of Palawan, while three other bases are on the main island of Luzon in the northern Philippines, including the former U.S. Air Force base of Clark. Details about the remaining bases to be offered by Manila are under discussion between the two countries.

The U.S. side also wants to be allowed in three civilian seaports and airfields on Luzon, including Subic Bay, a former U.S. Navy base, where more than 100 U.S. naval vessels docked last year.

The Philippine government’s provision of the military bases to the U.S. military has been materialized after the Philippine Supreme Court’s backing of the Enhanced Defense Cooperation Agreement (EDCA) between Washington and Manila that was signed on December 12 and allows American forces, warships and planes to be based temporarily in local military camps. Before the top court’s ruling, American troops were allowed to stay in the Philippines for joint military exercises only for the maximum of 14 days.

Harshly criticizing the Philippine Supreme Court’s ruling, China’s official Xinhua newsagency in a commentary asserted that the EDCA would only escalate tension and couldpush the situation to the brink of war".
